biography

Dr. Rand Salman is a medical doctor specializing in Community Medicine with a subspecialty in Epidemiology. She currently serves as the Director of the Palestinian National Institute of Public Health (PNIPH), a World Health Organization project in Palestine. PNIPH employs scientific evidence to inform health policy development and implementation in an effort to improve the health and wellbeing of all Palestinians. The Institute supports the Ministry of Health and other stakeholders in strengthening public health functions through applied research, surveillance, the development of health systems, health promotion, advocacy and public outreach, and capacity building.

Before coming to PNIPH, Dr. Salman played a critical role in designing and implementing public health initiatives funded by USAID, UN agencies, and other international NGOs to advance the health care systems in Palestine and Jordan.

Her experience includes project management and implementation in subject areas including clinical and community-based services. She has been highly involved in implementing many crosscutting initiatives encompassing a variety of technical areas such as policy, advocacy, capacity building, sustainability, quality assurance, and monitoring and evaluation. She has conducted extensive research on health topics relevant to the Palestinian context, and designed quality result-oriented monitoring and evaluation systems that track progress towards achieving project objectives and outcomes. Dr. Rand has been leading the establishment of national strategies for different technical subjects in the field of primary and secondary health care such as maternal and child health, non-communicable diseases, cancer, communicable diseases, nutrition, gender based violence, universal health coverage, human resources for health and health financing reform.

Dr. Salman was named as a member of the Board of Trustees for Al-Najah University and Al-Najah National Hospital, and serves on the Board of Trustees for the Supreme Education Council. She is also a member of numerous national committees supporting the local health sector including the National Committees for Gender Based Violence, Breast Cancer, and Universal Health Care and Quality of services; the Committee for Child Development Disorders and the Advisory Committee for the Palestinian Child Institute. Additionally, she has been nominated to become a member of the National Reform Committee for the Health Sector. At the international level, Dr. Rand works to promote PNIPH’s work through participation at conferences and meetings, speaking engagements at prestigious academic institutions like Harvard University, and as a member of the International Association of National Public Health Institutes.

Dr. Salman holds a Doctor of Medicine and a Master of Science in Community Medicine from the Jordan University of Science and Technology in Jordan, and is licensed by the Jordanian Board. She is particularly passionate about advancing the healthcare system to benefit and improve the health of all Palestinians, and championing the achievements of women working in healthcare, particularly in Arab countries.
